School Board Delays Vote on Proposed Organization

The vote is delayed until Jan. 7, 2013

At Monday's meeting, the DeKalb County Board of Education decided to delay its vote on a working draft of the 2016-17 Proposed School Organization until Jan. 7, 2013. A second vote on the final draft will take place on Jan. 23, 2013 as previously reported.

The delay allows the DeKalb County School District (DCSD) staff time to incorporate already received public suggestions and refine the working draft.

The Board vote on Jan. 7 is to share the revised draft for public comment. The public information sessions will run from Jan. 8 through 17 across the five academic regions of the district. Additionally, the public may email ideas, comments and suggestions to proposed-org@fc.dekalb.k12.ga.us.

After the public information sessions, the working draft will be put into final form for the Board's approval on Jan. 23, 2013. That document will be sent to the Georgia Department of Education for its initial review.

The "proposed school organization" records the schools a school district expects to operate in the coming years. The document forms the basis for development of a very detailed plan called the "Local Five-Year Facility Plan" or LFP. The LFP provides the district's justification to participate in the state capital outlay program. Currently, DCSD is eligible to receive up to $40 million in additional funds dependent upon the state approval of plan.

I contacted the School District, concerned that they're pushing this matter thru before the newly elected board members are seated. Now they'e "delaying" the vote until Jan 7. Guess when the new board members will come on board. That's right, January 7. I guess they'll really have to hit the ground running.

This is a list of concerns I read on Nancy Jester's blog. I am copying and pasting so everyone can see what is missing from the proposal. -We need to see the 5-year enrollment forecast for each school -We need to see each SPLOST IV project code number defined with amount attached -We need to see a Proposed Organization SY 2016-2017 (tabs #3 & #12) that makes sense -We need to know why the cost of the bonds increased $700K in a week from the Nov. 28 proposal -Why did the assumptions on pdf pg. #66 change from the Nov. 28 proposal? -Why is the order of projects under the bond-basis different in tabs 5 & 9? -A new charter school is projected to be open in 2016. Can we have more information about that? It is not on the SPLOST IV list. - A YMCA is shown to be opening. Why is the school system opening a YMCA? Where will it be? Can we have more information about that?
