What is Wolsett?

Men in these gun-metal gray utility vehicles (pictured) have been reported throughout our area recently, sometimes along with ATT service vehicles although not arriving or leaving at the same time.  The trucks, which resemble the type used sometimes by animal control, simply say "Wolsett" on the side or something similar.  They appear to be doing some sort of survey work, possibly in the storm drains, and have been taking photos.  When they were approached and asked what they were doing, one worker replied, "We're working for the county counting manhole covers in the area."  

It doesn't take 3-4 people more than a week to count manhole covers.  Obviously something else must be going on.  Does anyone have any idea what's going on?  Thanks!
